If you are planning to export plant and machinery into India from any country then you will need a Chartered Engineers Certification (CEC).This applies to any machinery that is used, second hand , refurbished or rebuilt or upgraded. The process of obtaining a chartered certificate should be logically trouble free and involves a physical site inspection by a Chartered Engineer and subsequent issuing of signed and stamped be chartered engineer certificate.
As an overview the certificate must incorporate details of the equipment’s original value , its current value , a description and assessment of condition , the date of manufacture, sr. no. details of refurbishment , if any and of course a valid signature and stamp. Whilst alterations to the certificate can be quick and simple, often this causes delays in shipping and so it pays to find someone who has experience of the requirements from the outset.
The chartered Engineer will justify viewing the equipment and inspecting it for himself. Whilst the inspection is proper, it is not a test of the equipment’s ability to perform to neither specification nor any guarantee that the equipment will function perfectly. This can take a number of hours depending on the equipment and will include inspection of any documents and tools i.e. it may be being shipped with the main goods. A chartered Engineer has to citify the balance life of the machine. Again any other central / state Govt. authorities may avail of services of inspection and citification agencies in Appendix 5 of the HBV V1 for certifying residual life as well as valuation/ purchase price of capital items.
If the machines shall have at least 80% residual life of original machine life.
EOU means “Export Oriented Unit”. In case of the 100% EOU units have lots benefits and incentives provided by the govt.
SEZ means “Special Economic Zone” a scheme has been developed by the Indian Govt. specifically for the development of exports and benefits of various trades.
It’s advised to refer the “Hand Book of Procedure Vol-1” for imports and Exports which are published by DGFT- Directorate General of foreign Trade as well as Ministry of Commerce and Govt. of India. It is recommended to refer the amendments to publish as Public Notice and Circulars. Section 2.33 in HBP lists majority of provisions for second hand capital goods.
EPCG means “Export Promotion Capital Goods”. It is a scheme by DGFT-Directorate General of Foreign Trade in India to support Industries for importing second hand used machineries as capital equipments for production of goods manufactured using these machines for promotion of exports. Upon the commitment to fulfill export obligation, the relaxation on custom duty is given as declared from time to time by the Govt of India.
In India and many countries Chartered Engineers are authorized professional engineer approved by Customs and DGFT. The details of registrations Or empanelment are differs from country wise. The Chartered Engineer are authorized to issue Chartered Engineer Certificate certificates for objectives of Export-Import and License work for many company. Some of the applications include

- EPCG license application,
- Duty drawback statements,
- Consumption certificates,
- Utilization certificates,
- Wastage certificates,
- Manufacturing process certificates,
- Certificates required by financial institutions customs, companies and banks.
- A certificate requires exporting old or used plants and machinery to India.
An agency mandated by Govt. Of India to provide Chartered Engineer Certification is required to inspect plant and machineries prior to shipment and inform its opinion in form of a Chartered Engineer Certificate regarding the condition and balance life of the Machine, present market value of the machines with spares for assessment of duty.
It is mandatory to produce CE certificates during customs clearance for such goods clearance in India. We are Govt. Approved Chartered Engineer and carrying out inspections and then issuing standard Chartered Engineer Certificate along with comprehensive report.
